MANILA, Philippines — The Senate passed on third reading Tuesday a bill strengthening and modernizing the Philippine Coast Guard (PCG).
Senate Bill No. 2116, or the Revised Philippine Coast Guard Law, seeks to expand the PCG’s authority in maritime safety, security, and defense while aligning its ranks, benefits, and pay with those of the Armed Forces of the Philippines and the Philippine National Police.
Following the measure’s passage on third reading, Senior Deputy Majority Leader Sen. JV Ejercito recognized its members amid tensions in Philippine waters.
“We cannot overemphasize the role of the strong and dedicated men and women of the Philippine Coast Guard. With their limited resources and their lives on the line, they courageously patrol our coastlines and ensure that our maritime laws are implemented,” he said.
Similarly, Senate Committee on Public Services Chairperson Sen. Raffy Tulfo highlighted that the bill’s strengthening of the PCG is well-deserved.
“If they are willing to sacrifice their lives for the flag, the state should reward them with adequate protection, proper salaries, and full recognition,” he said in Filipino.
Sen. Mark Villar likewise supported the measure’s passage, noting the PCG’s growing needs, which Republic Act No. 9993, the law that established the PCG, does not address.
“The evolving times merit updated legislation that answers the current demands and challenges faced by members of the Coast Guard. The vast and highly porous maritime borders of the Philippines necessitate adequate manpower that will support efforts to maintain national security and public safety,” he said.
The Senate also approved on third reading Senate Bill No. 70, or an act amending the Urban Development Housing Act of 1982.
The bill seeks to exempt underprivileged and homeless Filipinos from paying a supersedeas bond when appealing a demolition or eviction.
Sen. Francis Escudero lauded the proposed measure’s approval.
