
On February 28, 2026, as the Middle East plunged into a renewed military confrontation with the United States and Israel launching sweeping strikes against the Iranian regime’s military and nuclear infrastructure, the Iranian Resistance initiated a major political and grassroots offensive. While the clerical regime’s belligerent foreign policies, regional proxy wars, and illicit nuclear pursuits brought military strikes to Iranian cities, the National Council of Resistance of Iran (NCRI) formally announced the formation of a Provisional Government, providing a clear roadmap for transferring sovereignty back to the Iranian people.
Simultaneously, as the regime’s security apparatus reeled from the external strikes, the People’s Mojahedin Organization of Iran(PMOI) network inside Iran—known as Resistance Units—took to the streets, projecting a message of readiness and defiance. On the day the strikes commenced, the Secretariat of the NCRI issued a pivotal declaration announcing a Provisional Government to lead the country through a transitional period following the overthrow of the clerical regime. The declaration, which draws upon a constitutional precedent established by the Resistance in October 1981, aims to dismantle the current theocracy and establish a Democratic Republic.
The political foundation of this Provisional Government is Mrs. Maryam Rajavi’s Ten-Point Plan. The platform provides a stark contrast to the ruling religious fascism, systematically addressing the institutionalized suppression of the past four decades.
Central to the platform is the complete rejection of velayat-e faqih (absolute clerical rule) in favor of a republic founded on universal suffrage, pluralism, and the separation of religion and state. The plan mandates the total dissolution of the regime’s suppressive apparatus, including the Islamic Revolutionary Guard Corps (IRGC) and the Ministry of Intelligence. Furthermore, it guarantees fundamental human rights, abolishes the death penalty, ensures full gender equality, and commits to a non-nuclear Iran dedicated to regional peace and coexistence.
As explosions echoed across Iran, Maryam Rajavi, the President-elect of the NCRI, released an urgent message to the Iranian people. She focused immediately on the safety of ordinary citizens, calling on the public and the youth in Resistance Units to “care for civilians, particularly children and the elderly,” and urging all parties involved in the conflict to prevent harm to Iran’s civilian infrastructure.
Mrs. Rajavi identified the root cause of the current conflict as the clerical regime’s illicit nuclear and missile programs. She reminded the international community that the Iranian Resistance first exposed these covert programs three decades ago.
While foreign military strikes pounded regime targets, Mrs. Rajavi emphasized that the ultimate solution to the Iranian crisis cannot come from outside. “I declare to the international community that only the people of Iran possess the legitimacy to determine the political future of their country,” she stated. “Iran is not its regime. Iran is its people. No future for Iran can be realized from the outside; it can only be built by the Iranian people themselves.”
Reiterating the Resistance’s core stance of “Neither Shah nor Mullahs,” she warned against remnants of monarchical fascism seeking to hijack the democratic revolution. She also issued a direct call to the regime’s armed forces, urging patriotic personnel to stand with the people and demanding that the IRGC lay down their arms. “The ultimate solution is the overthrow of this regime and the determination of Iran’s destiny by the Iranian people and the organized Resistance,” Rajavi affirmed.
