The Registry of the International Criminal Court (ICC) transmitted to the Trial Chamber III applications for victims seeking to participate in the trial of former President Rodrigo Duterte, according to documents dated Oct. 28, 2026.
Duterte’s trial on charges of crimes against humanity is scheduled to begin on Nov. 30, 2026. The case concerns his war on drugs campaign during his tenure as Davao City mayor and the first half of his presidency.
In documents signed by Marc Dubuisson, director of the ICC Division of Judicial Services, the Registry said it had transmitted applications assessed by its Victims Participation and Reparations Section.
The Registry initially submitted applications under Groups A and C to the Chamber. Group A had 46 applications covering 96 applicants, while Group C had four applications.
The submissions were made pursuant to an oral instruction issued by the Chamber during a May 27, 2026 status conference, in accordance with the A-B-C approach.
The Registry said the annexes accompanying the Group A and Group C applications were classified as “confidential ex parte” under the Chamber’s oral ruling, restricting access to authorized parties.
It added that a confidential, redacted version of the annexes accompanying the Group C applications was also submitted.
